Power Plant NingDong, as a new plant, is planning to build the 2×660MW surface type indirect air cooling coal fired supercritical boiler units. Unit No.1 will be put into operation in March in 2011, and Unit No.2 in May in 2011. As A Group's project service platform, JIA Company is responsible for the bidding, the engineering procedure construct, the spare parts provisioning, the overhauling, the peripheral operation, and the wind turbine towers manufacturing for subordinate enterprises of A Group. It functions as the bidding agency for NingDong plant, whose construction is undertaken by YI Company.Since the implement of the Bidding and Bid Law,with a fast-developed domestic bidding market , a bigger bidding domain, a more standard bidding participation, the bidding and bid has been a significant way to push forward the construction in a modern market system. However, the black box operation and fraud still happen occasionally because of the unsound law system and regulation in the bidding, the unsound working procedure, the low transparency and the significant human influence. The paper proposes a pattern to upgrade the bidding management of NingDong Plant from experience-based to science-based by analyzing the existing problems, researching on ways of improvement and optimization based on the Industry Engineering theories and the Enterprise Diagnosis theories. The founding will exert an active influence on the improvement of NingDong Plant's construction management and the return of the project investment by its pertinence and practice.
