As a western trade center constructing, Chengdu which has been set as the "three centers;two hubs" of the southwest region by the State Department in 1993, urgently need to cultivate some large state-owned circulation enterprise with international competitive strength. In this context, Chengdu AAA modern business investment &development co. ltd, which is a large state-owed enterprise formed by Chengdu government, undertakes to carry out the introductory investment of modern business program. At the same time, it has three functions including the assets management of market invested by government and operating, and managing the state-owed property of Commercial circulation. On the one hand, the social developing at top speed and the strong support of the macro policy are offering great opportunities for AAA;on the other hand, the serious external situation and a few unreasonable inner factors (such as mechanism, property-right and company's positioning) are offering a new challenge to AAA's self-development.This article follows the principle of "Integration of Theory with Practice", and uses IFE matrix assessment, EFE matrix assessment and SWTO analysis. Through the analysis of the inner and external environment, we have discovered some obvious problems such as the small capital scale company, the weak of financing and invest capacities, in the time of business restructuring, lack of core competition strength, weak in the capacity of guiding the industries, lack of talents with rich experience in investment and financing and project management and operation, and so on. Based on the analysis, we have forged the AAA' development strategy and other adjustment measures and suggestions. At the same time,we provide realistic guidance for the company's development and reference for the construction of the trade centre city.
