| As the main participants of the new type of agricultural operation,farmer professional cooperatives are an important driving force to increase the income of farmers,improve the efficiency of scale and promote the industrialization of agriculture.Rapidly expanding along with our country at present stage cooperative,various shortcomings and highlight the cooperative property rights system design is unreasonable,"insider control" phenomenon,the serious problem of supervision mechanism is not sound and the heterogeneity of members,such as governance defects cannot be ignored,the resulting cooperatives and farmers interests by erosion,loose coupling,farmers "benefit-sharing,risk-sharing" economic community is difficult to form such as problems to be solved.Based on the theory of new economic system,and the theory of cooperative economy related theory as a guide,combined with nine counties in shaanxi province actual situation of the 86 cooperative research,analyzes the internal governance problems of cooperatives,and sums up the practice various benefit way,it can be divided into direct economic benefit: the cooperation coupling,property right connection,connection and sales rebate coupling;Indirect economic benefit connection: service connection and contract connection.Then,according to different ways of interest connection,the degree of interest connection between cooperatives and farmers is classified into loose type,semi-tight type and tight type by comprehensive qualitative evaluation method.Next,the empirical analysis of Probit model is used to obtain six significant influencing factors that affect the closeness of interest connection between cooperatives and farmers.Then,the hierarchical decomposition of the six influencing factors is carried out through ISM model to deeply analyze their interaction relations and more intuitively reflect their influence paths on the closeness of interest connection.The research mainly draws the following conclusions :(1)The greater the number of member congresses and financial information disclosure,the more transparent the procedure is,the more perfect the internal supervision mechanism is,the more democratic and standardized the management is,and the closer the interests of cooperatives and farmers are.(2)Members of the board of directors enjoy a high shareholding ratio,which results in the stock rights being tilted to a small number of core members.This means that ordinary members have a limited say in management and decision-making,their interests are unevenly distributed and their enthusiasm is low.(3)Whether the members can freely withdraw from the cooperative has a negative impact on the degree of interest connection,and the result of high freedom is the loose interest connection.(4)As directors,it is easier for powerful individuals,government personnel and enterprise managers to gain the trust of members and form a community of interests,because they usually have the advantages of capital,market,human resources and rich management experience.(5)Economic interests are the most direct link connecting the two subjects.The more perfect and standardized the way of surplus distribution is,the closer the interests of cooperatives and farmers will be.(6)There is an interactive hierarchical relationship among the six significant influencing factors: the frequency of financial information disclosure and the freedom to withdraw from the cooperative are direct factors on the surface,while other factors can play a role in the degree of closely linked interests through them;The number of member’s congress and the way of surplus distribution are in the second level,which are indirect factors in the middle level.The shareholding ratio of members of the board of directors and the social status of the chairman of the board of directors are at the third level,which are deep-rooted factors and act on the upper level.Finally,based on the research conclusions and practical problems,this paper gives the following Suggestions and countermeasures: Firstly,clarify the boundary of property rights and establish a property rights system with members as the main body.Secondly,establish a sound supervision mechanism.Thirdly,we should establish a diversified pattern of interest connection and standardize the mechanism of earnings distribution.Fourth,improve the operating efficiency,expand the scope of service,improve the quality of service.Fifth,attach importance to the cultivation of director’s ability and introduce excellent talents. |
