A Research On Securitization-based Evaluation Of Paten Quality

Since the nineties of last century, the securitization of patent has developed worldwide, which effectively promotes the transformation of a patent, and also promotes win-win cooperation within patented technology side, the capital side, government enterprises and so on. While the evaluation of patent quality is the core aspect of securitization of patent, as it provides the basic platform for dialogue on multilateral cooperation. Throughout study of literature, there is still conceptual confusion on"Patent Value evaluation"and"patent quality evaluation", and especially, there is no consensus approach for the"patent quality evaluation", so the issue of patent quality evaluation forms the bottleneck in the development of securitization of a patent.By outlining and analysis of the literature, according to the theory of patent securitization, referring to related patent evaluation method, combining with AHP and fuzzy comprehensive evaluation method and other methods, this thesis tries on research of patent quality evaluation, seeking to contribute a reference for China's development of securitization of patent.The innovative work mainly lies in the three following aspects: First, this thesis sorts out research literature related to patent securitization and patents quality assessment, differentiates and analyzes related concepts such as evaluation of patent quality and patent value. Second, through reference of three-dimensional evaluation of patent quality, and by core screening and exclusive screening toward indicators of patent quality, this thesis adds the dimensions of social environmental assessment, and then tentatively constructs a wide range of patent quality evaluation index system. Third, this thesis describes the use of the indicator system, explaining how to use expert method, analytic hierarchy process and fuzzy comprehensive analysis to define weights of indicators and final fuzzy comprehensive quality of the patent.As the influencing factors for development of patent securitization are diverse, this thesis provides an idea for solution of patent quality evaluation, enjoying certain practical significance and theoretical value for promotion of development of patent securitization.
