The Study On Municipal Public Utilities Of Governing By Network

The Municipal Public Utilities is the driving power which makes city working health. It is the footing stone of urban society and economy development. The level of Municipal Public Utilities' development decides citizens'quality of life. And its development also can promote other industry's development. Thus develop Municipal Public Utilities can get huge economic benefits, social benefits and environment benefits.Within the sustaining reform and develop, in China, the Municipal Public Utilities has achieved great-leap-forward development and taken shape multi-cultural investment system. Nowadays under the model of "Public and Private Partnerships" the reform of Municipal Public Utilities was changed bigger and bigger. However there is still having some problems in the practice, such as the function of government, the relationship during government, business and citizens, and the max supply under public resource limitation. Thus choose a suitable manage model becomes the key issue of it.Governing by network is a new manage model which claims to via the cooperation of public and private, such as NGO, to supply the Municipal Public Utilities. In this model, the function of government was great change. The tradition way of directly manage citizens and urban society has changed to coordinated resource. The system of administrative management becomes flat and diversity. The Governing by network has adjusted the problem of new administrative management over depend on market power on one hand; on the other hand, more and more participant make the decisions much more equity.Within the deeply reform of Municipal Public Utilities, although the tradition hierarchical manager model still working, the public goods and service still keep changing from government to NGO. The core works of government changes to protect public interest and improve public value. The network which composes by government, organizations and other departments becomes more than more impotent, show that the Governing by network model is suited of Municipal Public Utilities development.The paper has five parts. Chapter one is introduction, which talk about the research value of Governing by network, the meaning of Governing by network and correlate literatures review. Chapter two is the theory of Governing by network. Base on the book-Governing by network:the New Framework of Public Department, we analysis the causes, factors and goals of Governing by network. And via network design and discuss, we construct the model of Governing by network. At least, we summarize the problem and challenge of Governing by network. In Chapter three, we introduce the Municipal Public Utilities and summarize the Municipal Public Utilities development path of China in past 20 years. In Chapter four is the application of Governing by network in the reform of Municipal Public Utilities in China. Base on the theory, we analysis the problem of theory using in "Public and Private Friendship" model and how to using the Governing by network to solve the problem. Chapter five is conclusion. And we also talk about the further development of Governing by network using in Municipal Public Utilities.
