Neoclassical economic theory, endogenous growth theory and new theories of Schumpeter have theory confirmed the importance of the role of technological innovation in the sustained economic development. Since 1987, the British CĀ·Freeman first introduced the National Innovation System, which officially started the research of innovation systems. After then it was reduced to the Regional Innovation System (RIS), city innovation system, and the scholars also studied the elements, system structure, index system of the innovation system and many other aspects. Fruitful results, which provided effective advices for national, regional and urban innovation, economic developments, have been achieved. In the context of globalization, the Chinese economy has entered a stage of rapid development. The accelerating urbanization process will make the Chinese cities to be the main part of the Chinese economy competition even the global economic competition. Experts estimate that urbanization in China increased from 10.6% at the founding period to 45.68% in 2008, and will reach 50% in 2020. So maintaining the city's economic competitiveness of sustainable development by improving its ability of scientific and technological innovation has become an important proposition of China's economic development in the 21st century.But innovation is not simple linear relationship between progressive, or a simple innovation chain, but rather a complex and comprehensive systems engineering. To improve innovation capacity of the city the structural elements and mechanism of action of urban innovation system should be first analyzed. So, learning from the innovative development path of the developed cities around the world, drawing on advanced experience of the city's innovation system construction, and then build our own city innovation ability development path based on Chinese specific characteristics will be the reasonable way. In the background of this economy, this article aims to improve the city's science and technology innovation competitiveness, by using structural equation modeling tool for urban innovation systems research and analysis. In the process,436 cities are selected as the global sample to fit out of the Structural equation model of the global city innovation system, and the key factors and the influence mechanism are also been analyzed and summarized. We get useful results from the process. In order to supplement the application significance, the paper selects Qingdao as a case city. By using benchmarking study, broad sample of 436 cities and 6 key cities sample are discussed in comparative analysis, which help to find out the problems and inadequate of Qingdao's current technological innovation system. Based on the theoretical conclusions of structural model analysis and empirical research of Qingdao city innovation system, targeted recommendations are provided for the scientific and technological innovation of Qingdao.
