Annuity is jointly funded by the formation of business and the employees as the supplement of the staff pension fund, to resistant the risk effect of aging and ensure the economic security of older persons. However, through the analysis of the annuity market, I found that large state-owned enterprises and SMEs are quite different, because the SME's pension system constraint to their own conditions and institutional, development is slow, old-age security and the establishment of a sound goal is not consistent with the three-pillar model. It must take effective measures to promote the development of enterprise annuity, especially the small and medium enterprises pension system. In this paper, life cycle, permanent income hypothesis, the credit reward theory, the concept of human depreciation and deferred wage theory as the theoretical basis of the pension system of the development of SMEs and the underlying causes of slow development, by drawing the United States 401 (k) plans, Chile private pension system, the Australian superannuation system and proposed the development of SMEs in the final annuity policy recommendations.This article is divided into six parts.The first part of the meaning and context from the topic into the topic, to illustrate the theoretical basis and the status of domestic and foreign scholars to clarify the basic concepts involved in this article.The second part focuses on the development of the current status of enterprise annuity, from the development process, the scale of development, structure, distribution, coverage, replacement rates and other aspects of setting them on the need for the development of SMEs pension system for analysis.The third part focuses on analysis of the SME reasons for the slow development of pension system, I will pay as the reason for lack of capacity in the first, followed from the tax incentives, financial operations, information implementation, mode selection, system design and other aspects of a specific analysis.The fourth part of the select enterprise annuity system with well-meaning representatives of the United States, Australia, and Chile of the three pension system, pension system come to develop our business in China.Part V:Improvement of enterprise annuity system proposed policy recommendations. Re-positioning of basic pension insurance, and gradually reduce the basic pension replacement rate, integrating the existing basic pension insurance fund in the enterprise annuity fund and personal accounts, the implementation of semi-mandatory occupational pension system; improve the tax credit system and develop a reasonable pension guarantee mechanisms, responsible for monitoring the implementation of the government; to develop appropriate counter-incentives to ensure relative fairness; increase the propaganda enterprise annuity system; implementation of payment and performance of SMEs linked to the linkage mechanism; establish progressive vested the system of ownership of some of the more comprehensive policy proposals.Part VI is the conclusion part.In conclusion, this paper, absorbing the previous studies, drawing on foreign experience in the development of enterprise annuity, based on the thesis put forward a bold hypothesis, drastic to integrate the existing system, re-positioning of basic pension insurance, endowment insurance system to remove multiple sets of parallel and more miscellaneous, random defects, from the annuity policy and legal norms for the rapid development of SMEs protect pension.
