Exploration On The Risk Assessment Of The Local Government

In recent years, as a result of major events and natural disasters, relief and management of the government were overwhelmed, from the point of view to achieve the government goal of diversity management, the government faces enormous chal lenges. This article attempts to use standardized research methods, take the current status of Chinese local government risk assessment and concepts and methods adapting to the Chinese government risk assessment as the research object. In through of introducing risk, risk management and risk assessment principles and methods, make the status of the Chinese Government risk assessment, the actual risk existing in local government and the problems needs to be solved clear. Further, the article drawn risk assessment methods for the local government that are facilitate to accept and operate.First, the article carried out an in-depth summary on the current risk management and risk assessment of the local government. Risk Management in Local Government, could be general ly described as not establishing contingency plans and delayed rescue, decision are not made on the basis of risk assessments, risk controls are not exist in implementation. The reasons for these phenomena are mentioned, namely the lack of awareness of risk management and risk management approach, the existence of var ieties of interests, and local governments do not create risk management reporting system.Second, the article illustrates the basic elements of the risks, risk management, local government risk management and risk assessment. It describes the concept of risk and risk management and we further discussed the concept and methods of risk assessment. Finally, detailed descriptions of specific methods of risk assessment are outlined and the importance of risk assessment is made clear. Third, based on the current development status of local government and the status of the risk assessment requirements, this paper designs a comprehensive complete and simple risk assessment process with theoretical and empirical analysis, taking the requirements of laws and regulations, technical characteristics and the actual needs methods into consider. Furthermore, this paper uses an actual case to illustrate the local government risk assessment process designed in detail. The case in X city are assessed on the basis of data analysis, combined with expert advices and questionnaire surveys, taking financial risk, educat ion r i sk, health risk, public transport r isk, letters risk as study objectives, assesses the significant risks of X city, ultimately come to significant risks library and risk events map. Case analysis with a clear risk assessment process, makes it easier for local government to understand and accept the risk assessment and provides a reference for them.This research aims to provide a risk assessment process for local governments. Even if they lack of experience in risk assessment, the process can be effectively controlled after a simple study. Through the applicat ion of the process, the local government can work out basic risk assessment, which will be the base for the local government to step deep into risk management area and achieve government objectives well.
