Research On The Control Of Medical Insurance Expenditure For Urbna Workers In Liaoning Province

Medical insurance for workers is mandatory. This is a kind of insurance provided by companies for their staff to provide necessary medical service and material assistant to compensate on medical expenses due to illness, injury and fertility; and the control of medical costs on town workers is an important link in the operation of this system.In the process of implementation of worker medical insurance in Liaoning, the medical insurance fund expenditure increases accordingly due to the trend of double growth of contributors and retirees, interest conflicts among hospitals, medical insurance institutions and patients, and unreasonable behaviors of medical institutions and medical service. The emergence of the above problems reflected the importance and urgency of the control on medical costs. If not enhancing the control on worker medical insurance costs in Liaoning, the medical insurance fund will be in deficit; the medical insurance fund gap will become bigger; and the above problems will severely restrict the development and improvement of worker medical insurance system. Therefore, how to scientifically and rationally use medical insurance fund, contain unreasonable increase of medical expenditure and effectively allocate medical and health resources are the problems this paper is emphasized to solve.This paper adopts both qualitative and quantitative analyses, applies economics, statistics and related social insurance theories, brings up a macro and micro influencing factors model on worker medical insurance according to the actual situation of the operation of worker medical insurance system and the current condition on the control of worker medical expenditure in Liaoning, and makes a feasibility analysis on the model. Through the empirical analyses to Liaoning worker medical insurance expenditure and the worker medical costs control experience to put forward corresponding countermeasures and suggestions; and through strengthening the macro and micro control on medical costs to solve the problems of inadequate and overly expensive medical services and further encourage rational and effective use of worker medical insurance fund.
