Since the reform and opening, China has attracted foreign investment rate of the rapid development, especially in the 20th century,90 years later, along with related economic policies and institutions of the continuous adjustment, China has become the world's one of the countries receiving the most foreign capital. Much further in promoting the national economic growth and industrial structure adjustment and upgrading. However, due to location, and many other policies and factors, the use' of foreign capital in China there are still a serious regional imbalance. The Northeast region as China's old industrial base of economic growth since the reform and opening up is lagging behind and face the adjustment of industrial structure and upgrade issues. In this context, how to play to its advantages in Northeast China to introduce more foreign capital to achieve the revitalization of northeast old industrial areas and further development, we need to analyze and solve.
