With the quick development of the city's economy, and the coming of the city's transformation, more and more unemployed personnel come up. If the government makes no decision then the society will go of control. And that is also not suited to the goal of setting up the harmonious society. And those lay-off workers are of low level of knowledge, and with no skills for the need of the market, so their chance to be employed is low, too. But they still have the desire to get a job. So it is necessary for them to receive the skill training, and the government also has the responsibility to make them get the skill training.The skill training is an important method to totally improve the skills and the quality of the unemployed personnel and to improve their employability and to realize the values of them. According to the actual situation, to make sure that the skill training program can go smoothly, the government of Shenyang City has made a series of feasible methods, and has made some achievements. But the because of no effective institutes of the skill training, and the vocation of the methods and help methods and small effect in skill training, the speed of developing the skill training is slow. In the long run, it will limit the development of carrying out the skill training.To solve the problems of skill training for the unemployed personnel, this paper set up an alternative way that based on the perspective of new public service theory, and combined with the actual situation and the existing problems. This paper is divided into three parts:the first part is about the definition of the new public service theory and the meaning of enhancing the skill training for the unemployed personnel in Shenyang. The second part is about the current situation, and then analyses the existing problems and the reasons in the skill training for the unemployed personnel in Shenyang separately. The third part is about the resolutions to the skill training for the unemployed personnel in Shenyang:first of all, the government has to change the mind and to set up and improve the institutions of skill training; secondly, the government has to improve the methods of realizing the public interests; thirdly, the government has to protect the civil rights of the unemployed personnel by improving the methods that is helpful to the skill training; fourthly, the government has to realize a responsible goal to improve the effect and the methods of the skill training for the unemployed personnel in Shenyang.
