China's urbanization is not only the keys to increase domestic demand, stimulate economic growth and settle problems of the dual economic structure, but also have important meanings of the conservation of land, environmental protection and low-carbon development path.With the deepening of reform and opening up, the eastern regions actively promote the process of urbanization with the resources, transportation and policy advantages, after years of development, some areas have been the first into the post-industrial period and the expansion of these areas are close to the scale of the bottleneck. The western regions which are relatively poor will become the main forces in the further development of urbanization, The expansion of cities and towns with the number of towns and population growth in these areas will bring new vitality to social and economic development. Therefore, Study of Chinese urbanization according to different regions is very important to comprehensively improve the development of urbanization "quality" and "quantity" in China.China's urbanization rate in 1996 for the first time reached 30%, entering the fast-track the development of urbanization. In this context, it is necessary to make a distinction in 1996. The urbanization of China's 31 provinces from 1995 to 2008 was discussed by Comparative static analysis, and the level of these provinces'urbanization is classified by cluster analysis. The 31 provinces can be classified as 5 groups and have their own causes and characteristics. There is a "lag" or "advanced" phenomenon in some provinces because population and economic process of urbanization is not consistent. The results of the Comparative static analysis and cluster analysis are agreement, but some provinces are abnormal, which just can be explained by inconsistency of population and economic process logically, two methods have the same conclusion.Econometric models are used to study the relationship of the China's urbanization and economic growth, the results show that urbanization is positive to economic growth. During the particular time, a higher level of urbanization rate have the stronger impact on economy, it can be proved that urbanization will play an irreplaceable role in China's future path of economic growth. But the reality is often much more complex than the abstract model, therefore, the above study only is a reference.The problems of regional development are pointed and a comprehensive policy research to the development of urbanization has been done. This paper proposes that metropolitan system can be established in the provinces like Beijing, Jiangsu and Zhejiang by economic restructuring and promotion of independent innovation capacity; new urban agglomeration can be established in the inland provinces according to their local conditions. As for the less developed urbanization in some provinces, the government must provide the essential fund and policy.Finally, In view of the special situation of Hainan Province, it discusses the development of urbanization in "progressive" mode and "jumping" mode. it is imprudent to propose that the development of urbanization must be established with its suitable Industrial scale and the "jumping" mode must be failed. Large number of factors such as National consumption habits and overall income levels, urbanization development stage, the region's economic links with external economy must be considered, It a new issue that more research should be done for rigorous conclusions.
