New Marine Industrial Development Strategy In China

With the rapid development of Terrestrial economy, Marine economy is becoming a new economic growth-pole gradually. A long-term, overall and strategical important issue is changing economic thinking, examining the marine development in international environment, enhancing the development position of marine economy, guiding marine utilization by scientific strategy in current modernization.This paper selected The Bohai Region as study geographic area and the output of marine-fishery, marine-petroleum & natural gas industry, sea-sault industry, mrine-chemical industry, marine-biopharmaceutics industry, utilization of seawater, shipbuilding industry, marine-engineering & construction industry, marine-transportation industry, marine-tourism industry and other marine industries in 2001-2008 as tagets.The paper evaluated the totalization, the performance improvement and the comparative advantage of marine-industrial structure in Bohai Region via three analytical approaches such as diversification index, SSM and entropy index.Based on the analysis of Bohai Region's marine industrial structure, the paper can summarize current problems of marine economic development. Such as:(1) High environmental dependence of marine economy, decreasing resources capacity and conflicts between the use of industrial resources hindered the pace of development together.(2) Lack of comprehensive marine management system and industrial system.(3) Low transformation rate slowed down the industrial upgrading process.(4) In order to achieve a new leap, marine economy urgently needs a new growth point.The paper indicates the future direction of marine economy by comprehending the results of qualitative and quantitative analysis. In this way, the paper summed up new development priorities.First, accelerate modern industrial transformation by consolidating traditional advantages.Second, promote economic growth by strengthening the dominance of non-traditional industry.Third, enhance economic vitality by supporting potential new industries. Additionally, because of the potential power of strategic marine industries, some measures that are clearing advantagers, enhancing the awareness of its importance & improving inadequate factors must be done so that the strategic new marine industries can achieve scale-development.
