Yiwu Construction Project Bidding Management Problems And Countermeasures

Project contracting by bidding is one of the trading ways of civil works projects in market economy. With the Tendering and Bidding Law of the PRC published by the State in 1999, followed by other relative rules and regulations promulgated by the Ministry of Construction, the operation and administration of civil works bidding system in Yiwu of Zhejiang has entered a new stage of development, especially in standardized management.Based on studies and analyses of numerous cases related to civil works bidding in China and particularly in Yiwu, this thesis points out the problems in operation of Yiwu's civil works bidding system. By analyzing the causes and reasons, the thesis presents some proposals and countermeasures.The research covered by this thesis is necessary and significant in that it may help regulate, normalize and perfect Yiwu's civil works market or equipment supply market, which is a key step towards realization of civil works and procurement contracting on reasonable and scientific basis. It can also be helpful in project cost control and prevention of corruption. In the international trade city of Yiwu, which always takes on a new look owing to the effort in urban development, a great deal of civil works projects are contracted on bidding basis. Through years of practice in management of bidding system, Yiwu Civil Works Tendering and Exchange Center has accumulated rich experience in bidding administration. However, maladies are also found in operation of Yiwu's bidding system, such as cheating acts like false invitation, joint conspiracy in bidding, bidding in other contractor's name, etc. There are other problems such as rule-breaking operations of bid invitation agencies, disorders in competition, monopolization of market, uneven level of practitioners, etc.All in all, to timely locate the problems in Yiwu's bidding system and find the appropriate solutions to the problems based on intensive analyses of the reasons and causes is of great and profound significance to perfection and standardization of access system of Yiwu's civil works market.
