The Research On State-owned Enterprises's Political Action

With the continuous development of modern economy and society,enterprises'success on the political market and the success on the product market are equally important,therefore, enterprises'political action has become an important part of corporate strategy. Enterprises pay more and more attention to the using of political strategy in the development process, making it become enterprises'important means of getting larger economic benefits and political action. In recent years, academic research on corporate political action in our country has been launched and achieves some results, but there is still more room about systematic study of state-owned enterprises' political action, in many aspects they take examples from foreign research results. Therefore, this paper's studies of state-owned enterprises'political action have prominent theoretical and practical significance.This paper combed the main content and process of research on corporate political action systematically by using Chinese and Western academic achievements on corporate political action, meanwhile, using the way of literature review further elaborated the basic elements of state-owned enterprises'political action. From these: the attributes of state-owned enterprises, the characteristics of government decision -making, the influence of government on operating conditions of state-owned enterprises and some other aspects, at the same time combined with related theory, discussed the motives of state-owned enterprises implementing political action more thoroughly. This paper suggested that the motives of state-owned enterprises can be divided into three categories: namely social motives, political motives and market motives, and discussed the behavior and contents of the three motives separately. On that basis, the paper selected 18 large state-owned enterprises as the sample, after summarizing , specific performance of state-owned corporate political action can be summed up in six areas: organizational relationships of state-owned enterprises, social welfare activities of state-owned enterprises, image report of state-owned enterprises, political propaganda of state-owned enterprises, external relations connection of state-owned enterprises and high degree of political participation of state-owned enterprises and so on. The six aspects mirrorred the social motives, political motives and market motives of state-owned enterprises quite well, and ultimately manifested in the target of getting the greatest economic benefit for enterprises. This paper presented a analytical framework of formation of state-owned enterprises'political action.By studying the results of this paper was mainly reflected in two points: First , analysed the motivations of state-owned enterprises'political action concretely; Second, summarized the basic content and behavior of state-owned enterprises'political action by using empirical research methods. The study put forward reasonable suggestions and comments for state-owned enterprises'implementing political action, which would help to develop appropriate laws and regulations in the process of government departments'constraints of state-owned enterprises'political action.
