This paper focuses on the following aspects:the public institutions of energy resource consumption statistics system analysis of the functional requirements, for different users to establish different roles, and the function of flow analysis, the establishment of detailed system requirement model. In the system design based on the analysis of system function demand, combined with the division of the system module, and according to the data requirement of the database design. This system is the B/S software, using J2EE technology platform and the Oracle10g database completed the Xinjiang public institution energy consumption statistics system development.The system put into operation, better meet the various energy consumption statistical unit office needs in Xinjiang, improve work efficiency, but some features have yet to be further improved.
