Xinjiang public institution energy consumption statistical information platform is used in more traditional artificial submitted data work before. This way of working,in the first statistical link is more cumbersome, followed by the data transfer process usually takes a lot of time, can not guarantee that data timeliness and correctness, but also may be due to other human factors to lead data loss, as the energy consumption statistic job to bring a lot of trouble.In order to promote public agencies to save energy management is more comprehensive and effective implementation in Xinjiang, must from Xinjiang public institution of statistics is specific and actual situation, a comprehensive understanding of, and then all the Xinjiang institutions of statistics for the standardized instruction. This paper developed a set of public agencies energy consumption statistical information platform for data to be unified and effective management and verification, which can improve the work efficiency, ensure the data recorded by the permanent, authenticity and accuracy, for managers to provide effective decision making, thus improving public institutions in Xinjiang energy-saving efficiency of statistical work. With the aid of the existing Internet technology, with a unit for energy consumption statistics and management of specific requirements, in the external network environment, to design and build an integrated office automation, units of information management, energy management information integrated application system. This paper focuses on the following aspects:the public institutions of energy resource consumption statistics system analysis of the functional requirements, for different users to establish different roles, and the function of flow analysis, the establishment of detailed system requirement model. In the system design based on the analysis of system function demand, combined with the division of the system module, and according to the data requirement of the database design. This system is the B/S software, using J2EE technology platform and the Oracle10g database completed the Xinjiang public institution energy consumption statistics system development.The system put into operation, better meet the various energy consumption statistical unit office needs in Xinjiang, improve work efficiency, but some features have yet to be further improved.
