With the development of computer and communication technology and brought the issue of information security has become more prominent. Some illegal criminals have to look for information transfer to the theft, tampering, destruction, on to achieve their criminal aims. Therefore, the information security technology with the advent of the information age are increasingly pay attention to it. Data security, complete realization of online transmission of information security technology research purposes. The storage of electronic information stored in the general adoption of encryption methods to achieve and how to maximize the field of encryption technology in information security is a very important research questions. In this paper, the combination of hardware and software encryption technology designed and implemented a system of Electric Power Industry Bureau of the card system. Hardware is responsible for key management and session key encryption, software, data encryption, encryption key storage for the system to the database and files, and encrypt the database connection string.USB security key from the smart card technology developed from a combination of modern cryptography, smart card technology and a new generation of USB technology authentication products. USB smart card reader than the serial communication more convenient and fast, making USB security key will be applied in all areas of PKI to replace the original authentication method widely used. This authorization and encryption in the system database using the USB security key technology for each system administrator assigned to USB card security key, while the system card must have two key administrators to the security operation to protect the security of data and integrityAs the core of information security, data encryption technology more and more attention. Data encryption technology is no longer limited to military, political and diplomatic fields, its commercial value and social value has been fully affirmed. In this paper, MD5 (Message Digest Algorithm 5) and DES (Data Encryption Standard) encryption algorithm two, built on Microsoft.NET file-based data encryption and the use of database connection string encryption and decryption of the application system to address data security problem has made a crucial step. And access control permissions accurate, complete protection methods. Workflow system is given the detailed design of the basic functions, including the program interface, file encryption and decryption processing aspects. Testing and operation results show that the system achieves the design objectives, user necessities.
