Testing & evaluation of teaching service quality is a conventional work in colleges and universities, which navigates two completely different stages of manual handling and computer processing. manual handling tends to cause a variety of problems such as: long period, hard work, low accuracy in statistical information, as a result, the evaluation fails to attain its oringinal goal to effectively reflect teachers' work.Developing the system of Testing & evaluation of teaching service quality would advance the work efficiency,and resolve the problems, such as low accuracy of manual handing and poor actual effect.Under this Background, the paper firstly probes into theoretic knowledges related to Testing & evaluation of teaching service quality and actual problems, and put up the theory and methods for developing Testing & evaluation of teaching service quality system by application of network database, Object-oriented software analysis modeling, Object-Relational mapping. afterwards presents responding solution reasonably by carrying out researches on construction of Testing & evaluation of teaching service quality system,two-steps balance modifying algorithm, and data crossed-verify technology.finally, the paper summarizes the whole procedure, and shows that it advisable to conduct Testing & evaluation of teaching service quality by using the aiming system for the evaluation marks approximately equaling to the real level and reaching its target goal,and validate the rationality of arithmetic by analyzing the early evaluating data.Through the analysis of static and dynamic model of system, the use case diagram,class diagram,activity diagram and the interactive diagram have been confirmed. A great deal of analysis and demonstration have been completed on the development of this system. The model of database and the system structure have been given.This paper presents not only the design project and implement method of students access subsystem and background process subsystem, but also the analysis of core codes. In the same time, the paper expounds the works that the system strengthen the data security. In the end, this paper analyze the whole process of development, proves that using Testing & evaluation of teaching service quality system is feasible. The teachers'testing results computed by two-steps balance modifying algorithm, and data crossed-verify technology , approximately equal to the real level. The goal set up in the beginning is achieved, that are checking out the exceptional data easily in the system by using crossed-vefify technology, and improving the veracity of data process.
