At present, in order to realize the highly integrated automation for command, control, communication and information security, to meet the requirements of modern warfare on the operational command, China is vigorously developing C3I systems. For such a complex system, relying on large-scale military exercises means spending enormous human and material resources, and not repeatable. Therefore, system simulation technology shall be used in research, testing and evaluation of the C3I system.According to the demand of the C3I system modeling and simulation, and based on analysis the common method of the C3I system simulation, this paper comprehensively analyzes Petri Net, and proposes an improvement program for the generalized stochastic colored Petri Net. This paper uses computer simulation technology to develop generalized stochastic colored Petri net-based C3I system simulation software, and describes the various functions and workflow of the simulation software. By analyzing the C3I system, this paper summarizes the combat course of air defense C3I system, presents key performance indicators of the air defense C3I system. The model of air defense C3I systems is simulated using the C3I system simulation software, and dates of several simulations are collected and analyzed to evaluate the key performance of C3I systems.Through the C3I system simulation software development and application of software for air defense C3I system simulation, this dissertation proves that Petri network is applicable for C3I system simulation and that the research of C3I system simulation theory and technology is of important theoretical significance and practical value for actual C3I system construction.
