The emergence of mobile computing provides the ability to access information almost anywhere and anytime. Mobility and the remote access to information is quickly becoming a common requirement for working in many areas. This has been encouraged by a new generation of mobile phones, laptop and other mobile computers. Although this new technology has a very promising market, mobile database however is facing a number of resource constraints which includes severe power and storage restrictions, asymmetric communication costs, bandwidth limitations and frequency of disconnection that is much greater than in traditional network.In mobile computing environments, as a result of the reduced capacity of local storage, it is commonly not feasible to replicate entire datasets on each mobile unit. In addition, reliable, secure and economical access to central servers is not always possible. Moreover, since mobile computers are designed to be portable, they are also physically small and thus often unable to hold or process the large amounts of data held in centralized databases. As many systems are only as useful as the data they can process, the support provided by database and system management middleware for applications in mobile environments is an important driver for the uptake of this technology by application providers and thus also for the wider use of the technology.Among the approaches to maximize the available storage in a mobile device is through the use of database summarization. To date, most strategies for reducing data volumes have used compression techniques that ignore the semantics of the data. Those that do not use data compression techniques adopt structural methods.This work researches the special constraints imposed on storing information in a mobile database and its data summarization policy which works by assigning a level of priority to each data item through a setting of a number of parameters. It improves priority based summarization technique, combine projection and selection summarization techniques to maximize the available storage in a mobile device. The article discusses the design and implementation of a medical records management system which makes use of mobile database summarization techniques to implement a prototype Android mobile application system here in referred as MedCare. The system uses Sqlite mobile database management system to full fill its offline database function.The article briefly introduces Android development environment, it further discusses Medcare system requirements, analysis, design, implementation and testing. Medcare system could be extended to a large system which handles different medical records and practical needs of small, medium or large medical centers.
