Based on the analysis of the bias estimation of the radar network multi-target tracking system,a bias estimation algorithm for the heterogeneous sensor system of the TDOA passive radar,active radar and the external emitter passive radar is proposed.Its basic idea is to use the measuring characteristics of different sensors to establish an optimal model for bias estimation, then give a derivation process of the bias estimation algorithm,and at last verfy the correctness and practicability of this algorithm through simulation. In the field of heterogeneous sensor bias estimation, it is not nesseary to transfer to the unified coordinate system,which provides an effective algorithm for the heterogeneous sonsor bias estimation.As known the TDOA passive radar and the external emitter passive radar is much faster than a conventional radar.In order to utilize thisa gility effectively, it is desirable to use adaptive sample rate.This means that the radar should measure a target only when it is necessary rather than on a regular time; the radar should adapt its sample rate to the situation.The reason for a desired lower sample rate is two fold.The radar will have more time to perform other tasks, e.g. keep track of more targets. The radar will also emit less signal energy and will therefore belessvisible to enemy radars.Adaptivity in this report only concerns the active radar sensor.Thc IRST is thought to measure periodically. The external emitter passive radar is mechanically steered.This sensor is faster than the conventional radar and for the purpose of this report the TDOA passive radar is consideredable to measure whenever we wish. In a realistic situation thereis an upper limit of permitted uncertainty.This report uses fixed limit up date strategies.Sometime sitis desired to forcea measurement even if the uncertainty is low.This can,for instance,bedone by the pilot or iffor some reason the sensors and/or tracks are believed to be inaccurate.In the simulationsin this report therad arisforced to make a measurement in the beginning.
