The Sichuan Local Tax Real Estate Integration Project Monitoring Platform Design And Realization

Real estate tax has become an important source of local tax in our province because of its rapid development in recent years. In order to better manage the real estate market, to make its management more scientific, finer and more standardized, Housing Integration System has being put into use from April 2009,right after the upgrading of Tax Information System in Guang'an, which followed the related policy from the state administration of taxation. Judging from the applying result, there are several problems: incomplete information of project registration, poor availability of data, non-standard process and poor application; little sharing of information and difficulty in information collection.In view of the questions above, this thesis mainly study on how to build an all-round house property database, to normalize the house property business process, to build a comprehensive house property analysis indicator system of various angles, to make its top down monitoring and management come true, to reduce the loss of tax revenues, to promote integral scientific precise management level of real estate.The main contents are:1. One household information inquiry of real estate development project: to query all the information of any project with the help of project code index, including registration information, project construction company, construction units, land information, declaration information of the project and so on.2, Information comparison: including land transactions information, firsthand and secondhand building trade information, invoice information which are required in business regulation.3, Project statistics: tax for stock according to the statistics project by authority, warehousing date and so on.4, Report processing: getting housing integration reports in accordance with housing integration rule.Using J2EE development platform, the system not only had completed all function successfully, which described in the front paragraph, but also is compatible with the original system. The system has being put into use from April 1 2011 at Guang'an district local taxation bureau, which runs normally, has short response time and obvious effect.
