| In recent years, the rapid development of civil aviation transportation leads to a huge increase of flight traffic. During"the 11th five-year plan", the total of flight hour is 20360000 hours and the total of flight number is 9760000. On the other hand, the current flight traffic management system, which is based on airspace structure, network layout and CNS infrastructure, is incapable of handling such situation. Therefore, flight traffic congestion and flight conflict appear in busy terminals as well as in airways. By setting up new airspace sector, air traffic control can be in charged by multiple air traffic controllers through coordination, and the workload for air traffic controller decreases while flight safety is better guaranteed. Thus, it is an urgent research issue for the air traffic system in our country to find out an advanced practical method to estimate airspace capacity and partition airspace sectors, and accordingly establish an evaluation system as well as obtain an implementation scheme. In this paper, the scheme to partition, optimize and evaluate Chengdu airspace sectors under region navigation is investigated, based on the current situation in Chengdu airspace such as flight traffic, air traffic controller workload, and sector capacity.Firstly, the previous work on airspace capacity and sector partition is summarized, and the advantages as well as problems for each paper are analyzed, motivating the research work in this paper. Based on the current situation in Chengdu airspace such as flight traffic, operation risk, air traffic controller workload, and sector capacity, a sector partition scheme for Chengdu airspace is proposed, using flight traffic model, operation risk model, air traffic controller workload model, and sector optimization model which are mentioned above.To evaluate the proposed sector partition scheme quantitatively, it is necessary to develop an evaluation system. Therefore, software requirement analysis is conducted, and modules as well as interfaces between modules are designed accordingly. Since it is impossible to implement the whole system by one person, only a few modules and interfaces are implemented. Finally, the evaluation system is used to evaluate the performance of the proposed sector partition scheme. The evaluation result shows that the proposed sector partition scheme not only can reduce the congestion and delay which are caused by flight traffic increase in Chengdu airspace, but also can decrease the air traffic controller workload and guaranteeing flight safety better. |
