With the rapid development of workflow technology, workflow modeling and management within a single department or organization is increasingly mature. On the other hand, coordination among departments or organizations is more frequent in the process of an intensive labor division. Therefore, it is the cross-department coordination workflow that turns out to be the hot point in the industry.At present, the coordination workflow researches on cross-department are mostly in the theory stage, modeling methods are also varied, and short of mature modeling methods. This paper based on the Petri net, which is a modeling tool generally accepted, analyzes the behaviors of different departments when they complete the tasks, abstracts departments'task model, and analysis the mode of the cross-department coordination.This paper studies the following aspects:Firstly, through a simple example, tasks of departments are analysed, and then department task model is abstracted. The formal definition of task model is defined and we realize it using XML syntax. This paper analyses the relationship between inner-department tasks, and two types of task relation are identified by analyzing task models. Specifically, those are sequent structure relation and synchronous structure relation, at the same time, they are defined in XML. The execute relations of tasks in cross-department situation are generalized, and four coordination patterns of cross-department tasks are explored based on the task model, including the sequential task pattern, the task synchronization pattern, the resource sharing pattern, and the message exchanged pattern. And we describe them in XML syntax respectively. Using the previous theory, this paper proposes an extended workflow model based on Petri net:a workflow model based on resources and messages of departments (ORM_WF), and the definition and modeling methodology of the workflow are given out. At last task relations of inner-department and task coordination models between departments are formally represented.Secondly, due to departments also have the right to privacy, a kind simplified method of ORM_WF model is proposed. The method including thress steps which finish the simplification and each step correspond to one algorithm. Then the calculation methods of the earliest and latest execution time of tasks which in order to grasp the execution time of the whole model are given out. Finally we figure out the definition of resource conflict, and propose a strategy to resolve resource conflicts.Thirdly, an actual example deployed on the platform of Urban Emergency Response System is given to verify the ORM_WF modeling methodology, simplification, analysis of the time performance and resource conflict.
