Automatic license plate recognition technology through real-time monitoring of vehicles through the monitored area.It automatic captures illegal vehicles and automatic recognitizes the number of plate,then processing the information of the illegal vehicles. Its appearance has greatly eased the traffic increases and the pressure of police officers, and enhance people's sense of security, providing the efficiency of urban traffic management, which has important application value and practical significance.The positioning method for single license plate design problems in color and texture based on a combination of integrated positioning method, this approach significantly improved the efficiency of license plate location. Through self-adaptable to BP neural network license plate character recognition character recognition to achieve the correct rate and real-time requirements, neural network parameters are repeatedly tested by experiment and adjust to obtain the ideal value. According to the different static and dynamic characteristics of plates, the use of BP neural networks were designed license plate recognition of static and dynamic recognition algorithm. The experimental results show that the system has reached all parts of the application requirements.
