In recent years, with the deepening of the information society process, television customers and internet users' demand of the live report of significant topics contingency news is higher and higher. To complete the task with quick response, round-the-clock maneuvering despite the location,3G network system is a kind of powerful tool adding to the existing means because of its simplicity and fast operability. The front end video collection equipment will transform the gathered video into data flow through the 3G transmission module, and then the data flow will be transmitted to the video direct broadcasting room for use through the 3G network. This process creates a new way of live broadcast—3G Video broadcast.This paper puts forward a kind of portable lightweight sending and receiving equipment using the existing 3G communication technology which can be carried by a single cameraman and detached from live satellite broadcast vehicle. Professional television channels and content providers can transmit high-quality real-time videos such as contingency news, important sports video, without satellite or microwave uplink. Thus, the dream of single man live reporting comes true. The core technology is by adopting the 3G link load balance and supporting bind link layer technology to realize the stack of bandwidth of multiple physical link, broaden the whole bandwidth, increases the quality of image, meet the strict requirements of bandwidth in news video data transmission.Client/Server is used as the base structure, C/C++ is used as the programming language, S3C6410 processor is used as the hardware platform, and Linux is used as the embedded software platform in the client end. Moreover, several 3G cards work together to transfer data and successfully resolve the 3G bandwidth bottleneck problem by using low bit rate H.264 codec algorithm, hardware encoding and load balance technology. Based on C# language, the PC end use VLC media player open source dynamic link library to receive, display and save real-time video.Test results show that the system can boot 3G module with the start, automatically dial-up and bind link layers, codec video and transmit it via 3G, can display and record real-time video. Thus, it meets the design requirement.
