The interactive panoramic digital city system, which integrates the technology such as the geographic information system, remote sensing, telemetry, networking, multimedia and virtual simulation, provides the automatic collection, management and monitoring services for the infrastructure of the city. Traditional interactive panoramic digital city system is that the users tour in serials of spherical panoramic space which human-computer interaction is not strong, and it has a strong sense of the jumping. Therefore, for good human-computer interaction, this paper designs a single spherical panoramic space. Providing VCR functionalities is a key technology for users to quickly and friendly browse stream multimedia contents in interactive panoramic digital city system. However, it makes an increase of the network burden due to image storage and transmission of large volume. Therefore, the subject implements the VCR functionalities using multimedia video codec technology and panoramic tour technology. It has a good human-computer interaction and the observers can tour in any angle and every detail, So it makes a immersion feeling in visual. This study has a strong innovative and practical significance.The sets of full VCR functionalities include forward, fast-forward, backward, fast-backward, step-forward, step-backward, random access, pause, and stop operations. Nowadays, while the network bandwidth and the decoder complexity is still insufficient resource for the implementation method of VCR functionalities. So firstly, this paper analyzes H.264 codec standard technology, improves the SP/SI frame technology and makes a comparison with the performance of the I, p, SP frame; then it analyzes the key technology of the implementation of VCR functionalities in the interactive panoramic digital city system including panoramic images acquisition technologies, yuv sequence generation technologies, panorama tour and network technologies; Finally, it makes a comparison with the methods of two-way video streaming, periodically inserting I frame, SP/SI frame technology, and gets the optimal solution of decoder complexity and network bandwidth. The research results of this paper show that it can reduce the transmission frames drift which is not need to store two-way streams and network bandwidth.
