| The CPC Central Committee calls for strengthening the management of grassroots party members and clearly proposes to promote the IT systems of grassroots party organizations. So CPC Members'Card Mangement Information System (CMCMIS) has been studied, implemented and applied successfully in Jiangbei District of Ningbo City. Serving Party members is an important function of CMCMIS. CMCMIS is an important embodiment of implementing the spirit of the CPC Central Committee and the scientific concept of development. It is an innovative initiative of improving the scientific level and informatization level of organization work. It is also a new exploration of coordinating the education and management services to urban and rural Party members.In China, some cities, for example Shenzhen city of Guangdong Province, other district of Ningbo City, have begun to do active explorations of the Party members'card management information system and have achieved some success. However, existing systems still have some problems, such as faulty functions, simple functions of card system, weak integration with other IT systems, paying low attention to system performance and security, etc. To solve these problems, a complete framework and functional model of the Party members'card management information system is studied and proposed, and the related technologies have been studied, including the technologies of CMCMIS under high-traffic pressure, system security, and so on. Combined with software engineering concepts, CMCMIS is successfully developed. CMCMIS integrates eight aspects of party members'education and management, including Party information, organizational life, education and training, volunteer service, membership dues collection, points feedback, rewards and punishments, points query, in accordance with electronic purse, discount outlets, remote checking card, point quantitative assesment and other characteristical functions. It is convenient and quantify the activities of party members at the same time. Furthermore, it promotes the integration of resources and provides incentives based on assessment. so the Party members can visit service centers and do activities in the service centers with the Party member card. In the development of CMCMIS, ASP.NET, SQL and other technologies are used as the development technologies and Oracle 10G is used as the database management system. The performance of CMCMIS is improved through combining a number of optimizations of application development and deployment, such as load balance, SQL performance optimization, service optimization, storage optimization, etc. So, CMCMIS can successfully meet the performance requirements of the Party members'card management information system under the pressure of the high volume of concurrent access. The front side system security is obtained through the use of CA systems, dynamic passwords and other security measures and the backend system security is obtained through the use of data encryption, host security reinforcement, and so on, so that CMCMIS can keep safe and stable. Currently, the system has been wholly used in all primary branches of Jiangbei District, Ningbo, achieving the full installation and networking of three organizational structure, which includes the District Committee-subsidiary Party (Workers) Committee - the grass-roots party organizations (Party, General Party branch, Party branch), so that every activities within the party organization can be recorded electrically. The service website is launched, so that the Party organization can dynamically control the condition of the party members' participating the activities and the party members can inquiry about their own activities within the party in anytime. Thus, a dynamical management mechanism of the Party members is formed with the trinity of cards, system and website. Furthmore, it achieves another information advance of grass-roots party contruction work of Jiangbei District. |
