This thesis then presents a detailed designing of the system: the purpose is to describe the implementation of rights management in detail, put forward the concepts of database design, logical design and physical design of the various functional modules of the system modeling and database design. In its exploration of the development and establishment of the system, this thesis deals with several key issues, offers corresponding solutions and puts forward the core codes of corresponding functions. Finally, this thesis tests the functions and performances of the system so as to make sure that it satisfies the expected design purposes and functional needs.With this system, the organization departments can promptly grasp the party cadres'election of courses and make due arrangements in terms of teaching places and hours. At the same time, every student can thereby know about their electives and feed back learning experience. The administrator of various units can also keep track of the learning of their staff. As a result, "self-selected learning", with help from information technologies, can be expected to achieve standardization and integration.
