Video monitoring system is an integrated system. It involves multimedia information, network communication, computer interaction and many other technologies. Because of its intuition, real-time, reliability characteristic, video monitoring system has been widely used in the industrial, defense, traffic, housing and many other occasions. With the rapid development of video codec technology, embedded operating systems and network technology, video monitoring system is moving in digital, networked and intelligent direction.In this paper, the overall structure of video monitoring system is presented, and the front-end monitoring system and monitoring center system are mainly described. This paper has analyzed the theory for digital video based on the H.264. Afterwards the paper has emphasized the new technique characteristic and key techniques in H.264 standard: motion estimation,motion compensation and DCT.In addition, H.264 coding process is analyzed. Combining with the characteristics of DSP software design, H.264 is migrated to the TMS320DM642 as the core of the hardware processing platform. And from the project level, C language level, assembly-level and other levels, the system is optimized. Eventually H.264 encoder can achieve real-time encoding requirements. Finally, the monitoring center software architecture designs and main interface designs is given. In response to the core part of the software, video decoding, improved error concealment mechanism is proposed, which overcomes some of the defects of the H.264 decoding errors in the bit stream and makes H.264 have better network self-adaptive.
