Electronic warfare is a major form of modern warfare, while radar countermeasure plays an important part in the field of electronic warfare. We can prevent the radar from finding and tracking our goals by detecting and interfering the hostile radar, finally the normal operation of the radar is impeded and the radar's performance is reduced. This paper covers the active masking jamming as a starting point to study radar countermeasure, my main jobs are as follows:Firstly, this paper summarizes the model for single jammer against single radar with active masking jamming. As to the situation of multiple jammers, we give another model for jammers against single radar based on the former model. On this basis, taking into account the enemy's radar network after the deployment, we study the networking technology of radar and work out the detection area of netted radar. Finally, we set up a model for multiple jammers against multiple radars. On the basis of these studies, this paper examines the results in a GIS-based simulation on the virtual battlefield out, dynamically displaying the results of multiple jammers interfere with multiple radars, which provides a visual support for the commander to make the strategic decision.Secondly, the paper uses the fuzzy multi-attribute comprehensive evaluation method to establish a radar jamming allocation model. We choose interference timing, interference pattern, interference power and interference frequency to make a fuzzy evaluation of the effects of radar jamming. As to multiple radars, we establish a counter matrix called radar jamming effectiveness of the decision-making matrix. By using this matrix, we give a mathematical model for jamming resource allocation problems.Finally, we study the algorithms of resource allocation problems. In the beginning, we use the basic ACS algorithms to solve the problem. When the matrix is simple, the algorithm can give out a proper result in a short time. If not, the accuracy is affected. Finally, this paper proposes a method called simulated annealing-based ACS, which performs well in both time and accuracy. This method provides a new way of solving the allocation problems.
