As the popularity of mobile phones, a variety of handheld devices based businesses come out one after another. In this business, Location Based Service (LBS) is undoubtedly an important part of Mobile services. At the same time, as the coming of 3G era and location technology and the mature and accurate of location technology, the development of Location-based services has been greatly promoted. The current direction of development of location-based services are tend to personalized and localize, Different groups of people have different needs of the functionality and performance of location-based services. How to provide the user the location of services what they exactly want directly related to users' satisfaction with the services for the position and the prospects for the development of location-based services.The first three chapters of this paper describe the development and present situation of current 3G services. By describing the key technology used in wireless location era and the principles and composition of GIS (Geographic Information System), analysis the development and the major problems of current wireless location and location-based services. Then, this article describes the basic architecture of the Android platform and the major components used in the process of development and also described the advantages of Android platform in the development of location-based services. In chapter IV of this article, Combined with the real life and study of campus groups, proposed the actual needs of the service location of campus. Analyzed and summarized these requirements, proposed functions which closely related to the life of campus users, Including map edits, locate search and alert service. And business process in detail is designed for each function. Bby analyzing the functional requirements referred, the first half of the fifth part of the article decomposed the system into three-tier architecture and describes the system architecture and functionality of each layer and the interaction between the layers and data transfer. Combined with function of the system, the second half of the fifth part described the implementation process and the principle of each layer in detail. And then, it describes the use of key technologies and the results of each functional module. The final chapter of this paper summarizes the work which has been done, points out the system's advantages and shortcomings and proposed some improvement strategies.
