The paper firstly gets the system initial requirements combining with a variety of ways, and analyses the modules of business process management and access control of the system, using the case diagram and static diagram in the object-oriented requirements analysis; then designs the overall architecture of the system and presents business process management modules separately and access control module which based on workflow and role-based access control; finally, under the Visual Studio 2005 integrated development environment and Microsoft SQL Server 2005, achieves the MVC model design, business process management, access control management and different data sources of non-connected mode of data access.By systematic test, get some performance indicators of the system running on servers. Through detailed data analysis of test results, the paper accurately evaluates performance of the system meets the requirements of users. In addition, performance optimization recommendations are given to improve the quality of the system.
