The system of rapid earthquake intensity generation (SREIG) can enhance the response ability of the government after the earthquake occurs, and play an important role in the post-earthquake emergency response. Rapid earthquake intensity generation is the vital component of the earthquake relief project, for the earthquake emergency response which can be carried out high-efficiently and reduce the damage and loss at an extreme extent, and the damage level of the local site can be obtained at first. No more than grasping the detailed damage level, the government just can constitute the reasonable relief scheme so as to decrease the casualties and losses. Consequently, to improve the ability of intensity rapid reporting, enhance the strong motion network management and realize the accurate data assembling and storing, it is so essential for improving the technique of strong-motion observation and corresponding data retrieving, researching and developing the SREIG in China. This thesis studies the rapid earthquake intensity generation from the two respects of the data retrieving and intensity computation.The main contributions of this thesis are as follows:(1) Based on the investigating the advance of the rapid earthquake intensity generation and existing technique difficulties at present, the technology of strong-motion data retrieving was further researched. A unified data model for intensity data retrieving was defined and constructed. And a GPRS-based data retrieving method was proposed.(2) The key technique of intensity computation were discussed and researched, considered two aspects of the observation orientation of ground motion and magnification effect of soil site. A feasible solution with respect to decrease the effect of observation orientation on recorded ground motion when computing intensity was given, which taking into account the orientation as the most significant for the characteristics of response spectra. The peak ground motion of Wenchuan Earthquake was estimated. The results show that site effect may be the important factor on the rapid earthquake intensity generation.(3) Learning the successful experiences of developing the system of rapid earthquake intensity generation in Japan and U.S.A, the system construction and running flow suiting for China were designed. At the end using Visual C++ and Visual Basic language, our system of rapid earthquake intensity generation was developed in the Mapinfo environment. This work can support the help and technique reference for developing our countrywide and perfect SREIG in future.
