Handheld traffic violation penalty system is a handheld intelligent electronic devices , which is the one combined with embedded systems technology, embedded graphical interface, RFID radio frequency identification technology and GPRS technology and so on. With the deepening of China's reform and opening up and the rapid development of the national economy, the number of motor vehicles is rapidly increasing at an unprecedented rate, and the traffic management of the city (region) is increasingly important. The driver's management is the one of the most complex and important contents in the traffic management, Traffic in the management of the contents of the most complex and important one is the driver's management, but in recent years with the rapid expansion of the number of drivers, complication of the road traffic conditions, and updating of the vehicle performance and the type, the traditional management method has not met the needs of management, so as to require the traffic management departments to use more modern management tools. Based on this, research and development for reducing the traffic burden of a traffic violation penalty system is absolutely necessary and of great significance.The main research work of this paper is to design and implement a traffic violation penalties for handheld systems, after having analysised and studied the status of RFID at home and abroad and development trend , traffic violation penalties handheld system's overall program is determined. The system implementation is guided by embedded theory, combined with RFID radio frequency identification technology, GPRS communications technology and so on.The hardware of the traffic violation penalty system platform uses Samsung S3C2440 high-performance microprocessor for the core, and the embedded operating system is the 2.6 version of the open source Linux. The paper's main contents include designing of the system hardware; building embedded development environment; completing the main function modules and the graphical interface of system.Development of traffic violation penalty system's software focuses on its system architecture.It Uses RedHat9 as a development tool to complete the entire process customizing the kernel,builds the software development platform for development machine and the target machine,and completes modification and transplantation of Bootloader,operating system and root filesystem;also realizes the software design of the main function and gui-based graphical interface based on GUI, finally embedded operating system which has been transplanted to the target machine can operate very good smooth and achieve the requirement of traffic violation penalty system.
