With the development of society, our requirement for information of the earth's surface from outer space by remote sensing is increasing, and with variety of types. It gets more and more attention of government that using date acquisition resources to observe and evaluate the status of natural disasters, public emergencies. Acquiring remote sensing data in good time can provide information to make a decision in the emergency environment efficiently. Most of the information for the earth's surface is obtained from the Earth Observing Satellites (EOSs), so governments are taking efforts to study and develop the earth observing technology, using this advantage technology to make decisions for their decision-making department.Our country has satellites of diasters inspecting, weather satellites and other various types of Earth Observing Satellites. The single mode of imaging for information has transform into using multi-satellites to taking images. Nowadays, The governments like American has constructed its own constellation, to implement the observation by the way of cooperation of satellites. But the study is lack in how to dispose the tasks cooperative and take the advantage of multi-satellites. This article focus on the tasks of the Earth Observing Satellites and pay attention to the multi-satellites earth observing. We take the research of Earth Observing Satellites distributed cooperative task planning and so on. The main work and contributions of this dissertation can be concluded as the following four parts:1. We take the technology of distributed cooperative into the satellite task scheduling following the analysis of basic scheduling problem and multi-agent system. After that, the characteristics of satellite task scheduling are summarized and we make an elaborate research on the technology of distributed cooperative. A platform and the algorithms for Earth Observing Satellites distributed cooperative task planning based on multi-agent system is established respectively.2. After the establishment of the platform for Earth Observing Satellites distributed cooperative task scheduling, the technology of MAS and WCF is introduced into the designment of expansibility of platform. In this way, the mode of satellite task scheduling convert the system expansion into the rebuilding the system. This kind of designment accelerate development cycles.3. The workflow of satellite task scheduling based on multi-agent system is established. And then, we use the Pi calculus to describe the workflow and verify the workflow in order to guarantee the correctness of the workflow.4. In order to make the best use of the satellite resources, distributed cooperative way has introduced into this paper, and a new task scheduling and data transmission method for multi-satellites is designed and implemented, including imaging scheduling algorithm considering continuous side shift and a data transmission method. By the way of distributed cooperative, the algorithm has a good timeliness. the instance is given and the experimental results show that the method can reduce the cost and meet the applications.
