This thesis starts with―three networks in one‖to be solve, using object-oriented architecture design—has been integrated into the design and implementation of it. It divides a large system into three subsystems to deal with separately, enabling them to work independently and interact with each other to achieve unity. The system is also intended to be easy to operate and scalable. In order to better coordinate the overall work processes of the party or the government, abstract description of models of reality is needed on which an overall analysis and design of the system are based. This is achieved by the adoption of the concept of workflow, demonstrating real operation condition in UML diagrams and sequence diagrams.Key technologies such as the B / S structure, Web2.0, AJAX, MAS, etc. are adopted to give a good support to system development and design. Special and full design and considerations are given to system security: physical security, network security, data transmission security to ensure the system's safety and reliability.Currently, the new system has entered the specific argument phase and will be implemented in the near future. Some prefectural-level cities in Hebei province have been chosen in advance as pilot cities to be put to the test of the new system.This thesis is a pioneering attempt in this field of research. Its results about the design and implementation of the 3G–based e-party system are not only good for others'reference and further study but are beneficial and have a great value of using extensively.
