HF ground wave radar as an important means of ocean remote sensing, not only can be used for parameters extraction of ocean surface wind, wave and current state, but also for hard targets detection. And, the sea clutter is a major background for target detection in ocean surface and low altitude.Studying characteristics of sea clutter provides the basis for target detection, clutter suppression, and radar signal processing. The T/R-R radar system, constituted of a fixed transmitting station, a fixed receiving station (fixed stations are co-location) and a mobile receiving station, firstly process the sea surface echo signal repectively; after clutter suppression and object abstraction, get observation data in the unified public coordinate system ; then the target information of each station location were transmitted to the central processor. In the central processing unit, a variety of effective matching algorithm were used to determine the information from each station which belongs to the same target, then make the position data from the same target fusion and other treatment. In this paper, for the T/R-R HF ground wave radar system, features of the first-order sea clutter and target matching algorithm is studied.Firstly introduced the generation mechanism of the first-order sea clutter spectrum, and the first order spectral broadening effect in bistatic system were analyzed and deduced. Theoretical analysis and simulation results show that, no matter how much the range sum, the relatively large broadening area of first-order bistatic sea clutter spectral near the launch site side, and the performance in the receiver side was not obvious.The spectral width decreases with the increase of range sum, that is, the closer to the baseline, the more obvious broadening effect, the more away from the baseline, broadening the more weak. In a beam direction, the bistatic first order sea clutter spectrum show as two curves, which broaden gradually with the decrease of distance and simultaneously convergence to zero frequency.Secondly, by real data, this paper verified the broadening characteristics of bistatic first-order spectrum of sea clutter, confirming the theoretical results. Then studied the effects on morphology of the sea clutter spectrum of actual system configuration and topographic factors. The electromagnetic wave diffraction effects, the calculation error of arrival angles, and the shear of ocean currents field, all can cause changes in clutter spectrum, so that the measured and theoretical clutter spectrum values are different.Then the article studied track correlation algorithm in information fusion technology, the design of a variety of track correlation algorithm quality, polysemy approach, the measurement criteria associated with the treatment effect and computational procedures are given in detail, and simulation compares the performance of various algorithms. Finally, the measured data are processed through the coordinate transformation in the spatial alignment; different algorithms were applied on the two stations to match the data, to analyze the effectiveness and feasibility of the algorithm.
