The Housing Provident Fund system was initiated and implemented as an innovative andpioneering practice in Shanghai at the dawn of1990s. Throughout the past over twenty years,Shanghai Municipal Housing Provident Fund Administration Center (hereinafter referred toas "the Housing Fund Center") gradually developed from scratch various managementsystems and laid a solid foundation for managerial practice. Thus information managementstandard has been upgraded continuously in tandem with healthy development of a variety ofbusinesses, as well as an entire set of scientific, standard and efficient housing fundmanagement systems in compliance with national regulations and local practice. In recentyears, with the brisk development of global internet technologies and constant improvementof network infrastructural facilities in China, advanced network technologies have beenwidely applied, and the housing fund businesses have been eventually led to the informationhighway.Initially information disclosure of housing fund policies and documents, then opening ofinformation query business channels, such as individual housing fund information query. Tominimize "long queues" and the time needed for commuting between the Housing FundCenter and the counters of "trustee banks", and occurrences of errors in informationdissemination by paper documents, new business models need to be explored, and onlinehousing fund business network system needs to be established and implemented foraccessibility to conduct online business in office or at home with the aid of internet andsecurity authentication system. It is stated explicitly in the master outline of eleventh five-yearplan of the Housing Fund Center that information management standard shall be further improved, informatization measures to be taken to increase housing fund managementcapability and efficiency, and to gradually increase and expand online business systemcapability and scope, and build a safe, reliable, efficient and complete informationmanagement system.This thesis is on management of housing fund organizational membership service systemwith strong support of the Website Administrative Office and the Information TechnologyOffice of the Housing Fund Center by means of application of software engineering andproject management knowledge, adopting informatization measures to increase housing fundmanagement capability and efficiency, and to gradually increase and expand online businesssystem capability and scope, and build a safe, reliable, efficient and complete informationmanagement system. The thesis initially makes a study of Java Programming Language andDelphi Integrated Development Environment. Along with their respective focus areas, thesetechnologies provide major technical support to the architecture of the entire project. Thethesis conducts an introduction, and makes an analysis of the application, providingtheoretical support to technology choice in the actual development process. Unified ModelingLanguage is used to conduct requirement analysis for organizational membership servicesystem. Business Use-Case Model is established, describing usage of UML in analysis, designand realization of various functional modules of the assured system. The second half of thethesis elaborates on the three parts and stages of business requirement analysis, system designand system realization. Finally, to ensure secure operation of the organizational membershipservice system, the security solution proposal is put forward by applying PKI/CA securityauthentication system and digital certificate, together with USB KEY hardware media storedigital certificates.The major accomplishments of the thesis are as follows:1. Conducted requirement analysis of organizational membership service system,designed system architecture in compliance with system requirement.2. Conducted requirement analysis of the system by means of unified modelinglanguage, established use-case model.3. Realized seven main functional modules and conducted software functional test.
