Expert evaluation is a key part of the project bidding. With the development of electronic bidding, electronization and automation of expert extracting and informing will be an inevitable trend in the E- bidding field. It is also an important approach to insure the project bids held canonically, fairly and efficiently. For a system with demands of remote-extraction and parallel-call, a well distributed architecture and call model is necessary.This paper proposes a system solution based on .Net Remoting. And introduces each module in detail. To meet the large-scale calling request,the calling module is separated into a single part which provide uniform calling service to each client. In order to implement parallel calls and improve the efficiency, this paper analyzes the three basic multithread models: assembly line model, the peer working group model and the master-slave model. Based on which a composite multiqueue and multithread model is designed. Then, the article uses the M / M / S / K + M queuing theory model based on impatient waiting to build the mathematical modeling. Through a series of experiments and data analyzing, a conclusion is drawn that the presented multithread system can achieve greater performance over single-thread system.The system achieves auto-extract and parallel calling through the design of composite multithread model and the applying of .Net Remoting framework, thus supports calling experts confidentially and efficiently. This work will provide a well base for the fair and reasonable expert evaluation, so as to promote and perfect China's electronic bidding market. As existed procedures changing, business scaling as well as new business emerging, better multithread models will be proposed and more technology will be applied in system to improve it's extensibility and flexibility.
