The research to the C2 organization is gradually paying attention to the agility and dynamic under the condition of information war. It is a challenge for the relation modulating of the organization in the battlefield. If the relation is adjusted too much, it is not able to achieve in furious battlefield. This requests that C2 organization can satisfy the task by a little modulating when it executes a new task. So the structure initialization is a key factor to support the organization adjusted quickly. If we can build a better structure to meet all tasks, a little modulating can achieve the tasks with best effect when the task changes. In a optimal C2 network, the structure is designed based on a a series of tasks, and the design goal is achieving a best effect without changing. This network can give a foundation for agile and dynamic C2 organization modulating. If we build this optimal network structure in agile and dynamic design of C2 organization, the modulating scale and extension will be small to execute different tasks. The paper is focus on C2 network modeling and efficiency analysis, and the jobs are as follows:(1) Build the C2 network modelThe C2 organization research is to design the structure and process by the platform, task and decision maker, and find the corresponding relation to get the most optimal goal. In the C2 network, the platform and decision maker are modeled as the vertex, and the relations with the entities are as edges. The capability or resource of the entity are modeled as the node weight. Define several network parameters by analyzing the relationships in the network.2) Propose the C2 network efficiency modelBased on C2 network model, analyze C2 organization running character and propose the running rules of C2 network. Define the efficiency loss coefficient in the running network. Then propose the efficiency measure model—Average Mutual Efficiency(AME) and validate its validity by two experiments. Then analyze the optimal network property by modulating several parameters. In the end propose several rules to design the optimal C2 network.3) Propose the C2 network over-task efficiency measure model and method to analyzing node importanceBased on C2 network efficiency model, propose over-task efficiency loss(EOTL) to measure the over-task efficiency of C2 network. Then design the way to measure the node importance by deleting node. Then validate the measure validity by comparing with other indexes. At last have a basal research for the C2 network with multiattribute nodes.
