Recently, with the booming of the mobile communication market development, the GSM(Global System of Mobile Communication) which represents the 2nd generation of mobile network and the 3rd generation of mobile network [1]are with more and more subscribers, the competition is more and more seriously especially in developing country. Currently , some developed country has begun the trial of the 4th generation communication technology called LTE (Long Term Evolution) [2]and the China Information Industry Bureau has completed setting up the LTE trial network at home, and the equipment manufacturer are busy with coding and test on this new technology. We can expect that, the LTE will run on a commercial way in the 4th quarter and the LTE network will be widely popular in 2013.On this background, the communication venders are looking forward to attract more customer by improving service quality. HLR(Home Location Register) [3], known as the central database in mobile communication network, store all the service information of subscribers of an area, with the rapid development of the 3G, which will provide a good experience of more and more convenient service, while the data stored in HLR will increase sharply, and the capacity, security performance of legacy HLR can not fulfill the requirement now and in future.The paper describers the characteristics of current mobile core network technology, the function and position of HLR; Analyzes and researches the advantage of using CORBA[4] as the middleware between client and server; Introduces the concept and advantage of using LDAP[6] based on X500[5] standard and XML[7] to improve the efficiency of database access and data model construction; Use UML[8] tool to design and implement the ODB[9]( Operation Determined Barring)service and N+1 Redundancy Solution[10], and concludes that the new solution can fulfill the requirement raised by the booming mobile communication network for future.In general, the commitment and invocation factors in this paper as following:1) The newly designed OAM sub-system can provide diverse approach for user to access and handle the database and transaction while providing more interfaces for user to maintain and supervise the performance of HLR. 2) the newly designed OAM subsystem can implement the ODB service which lines up with the 3GPP for 4th Generation of mobile communication network, and enhance the capability to manage the subscribers' data and control the mobile management behavior such as out going call,terminating call,roaming and supplementary service.3) To provide an efficient way to handle the subscriber data which come from other service nodes, cell phone and mobile operation system at the same time, the speed of man-machine command implementation has been improved by 50%.4) This OAM subsystem provides a flexible structure, which will be easier to maintain.5) The N+1 redundancy solution based on the new OAM subsystem has the advantage of low cost, easy to operate and zero downtime. Comparing to the former backup solution, the customer will benefit from the lower cost and efficiency.These commitments solve the problem in the legacy HLR; improve the area of data handling efficiency,data security and cost. And after deeply analyzing and research the HLR function and structure, as well as its interaction with other network elements, this paper will provide a clear and higher view on the construction of mobile core network, and provide strategically significance for reference to draw up the mobile communication network in future.
