With Chinese is undertaking interpersonal relationship transformation in recent decades, this study attempts to construct a conceptual definition of interpersonal communicative competence in strong-tie interpersonal relationships under high culture context, based on the achievement of previous study on interpersonal communicative competence worldwide. Also this study design an applicable interpersonal communication scale grounded on the conceptual definition of interpersonal communicative competence it defines.Interpersonal communicative competence (ICC) consists of two dimensions, interpersonal communicative qualities(ICQ) which is firstly proposed by this study and interpersonal communicative competence (ICC') that constitute of role cognition, expression and situation judgment derived from a synthesis of previous theories and models of ICC. A trial ICC scale is also designed based on the proposed conceptual and operational definition of ICC. Being examined by Exploratory Factor Analysis,23 items were rejected. Meanwhile, a correlation analysis was conducted and a positive relationship between ICC and interpersonal communication effects was verified. 150 samples comes from communities of Wuhan city covering respondents of various vocations and education levels with 144 of them are effective. There are significant differences among respondents of different demographic characteristics.Also this study proved the necessity to improve ICC to breakthrough interpersonal relationship barriers during social transformation period as to enhance individual's modernization by employment of ICC scale as an effective tool.This study merely discussed face to face interpersonal communication by excluding mediated interpersonal communication. Respondents are mainly from urban so that ICC of rural area people was not covered in this survey.
