In recent years, the government has been paying much attention on emergency involving public safety and has made a series of strategic plan. Power grid security is one of the cores of the public safety problems, because the dependence of modern society on the power is self-evident. Once losing electricity supply, the production of the whole society, education, transportation, telecommunications, and life will be paralyzed. Therefore, the construction of power grid emergency command system has very important significance. Power Emergency Command System is a system which collects and analyzes the data in the accident, sudden disasters, provides decision support for emergency command, and carries out the organization, coordination and management of the emergency resources, to realize the full management system capable of warning, prevention, and rehabilitation.In this paper, the Beijing power grid emergency command system is studied and designed for the Grid Resources in Beijing. Based on the establishment of channels and platforms, the existing systems were integrated and improved. The network support system for emergency information platform was designed, and a platform for system information was built, focusing on the early warning subsystem. In this paper, union communications technology was utilized to accomplish the sub-module design of the emergency command system, such as basic telephone communications systems, IP telephone system, dedicated voice and video conferencing systems. An electronic phone book module was also built up and on this basis of which a dispatch system and emergency command subsystem was designed. Finally, the fault acquisition and tracking system was studied, focusing on failure note and the pre-arranging plan management system , which provided the basic information for the entire emergency command system . Running results show that the Emergency Command System could response to and deal with the failure quickly.
