This thesis introduces a set of Japan's debt management system of requirement analysis, design and implementation of the development process and main technologies.At present Japan's small and medium-sized enterprise personal credit and debt investments have common legal regulations, but also gradually perfect, the management has become the main factors that restrict its development. Japan's most small credit institutions and enterprises in the use of traditional file management mode, through to the document Numbers, according to the time and the first letter of the classification approach to management. Although they are using many automation equipment (not OA equipment, but mechanical equipment), greatly simplifying the file search process, but still relatively low efficiency, but also in making periodic statements is time-consuming, batch retrieval function, it is difficult to realize creditor's management is the great burden.In Japan, the financial developed country, small credit enterprise custom-made management system is still blank, the main reason for it is that such a system usually have a high price, not to mention the maintenance cost each year. Although the expenditure is not acceptable, for current management system, every legal correction means the life cycle of the old management system is ending, which is not a problem for the large-scale credit agency, but for the small enterprise, it is undoubtedly a huge expenditure. This is why most Japanese small credit enterprise still uses the old management mode. Therefore a strong adaptability management system which has longer life cycle is very necessary.This system was made for the reasons mentioned above. Through this system, the staff can manage debt, creditor data, tracking information, it also can automatic generate various notice issued statements, and bills.The customer interface of this System was developed by C # and data synchronization was developed based on existing J2EE framework, using AXIS2 technology. For information security, the URL authentication technique was used too.
