Design & Implementation Of Basic Public Security Organs Case Management And Supervision System

In the last century, network automation in combating and preventing crime has achieved the coverage for long in Western developed countries. Into the 21st century, these countries invest a lot of manpower and resources on this technology to upgrade and update so that it can adapt to various types of criminal acts under new situations. In 2010, Ministry of Public Security launched a nationwide law enforcement building activities within the public security organs, but most of the county-level public security organs in China still follow the paper handling model of the last century, which is from filing and approving the case to inquiring and interrogating the suspects. And a series of cases process rely solely on paper handling pattern and lack in effective supervision system. This article describes Law Enforcement Supervision and Management System of the primary investigators introduce the official automation and network to the basic police handling daily activities of law enforcement, which can not only avoid unnecessary waste of resources, but also optimize the case management and achievement, more importantly, which can strengthen the supervision of the daily activities of law enforcement investigators, effectively preventing the occurrence of the relationship and human cases, greatly promoting the standardization of law enforcement activities process in the construction of case-handling of China.This article discusses the design and implementation of the case handling and the law enforcement supervision system in county-level public security organs. First, the article introduces the design background of the handling system of law enforcement, which can define the scope and content and use the object-oriented approach in the design process. The basic business of the criminal cases and administrative cases are described specifically. Next, the system is designed and modeled. Finally, the process of design and analysis is completed and builds the case diagram, sequence diagram, state figure and other views. Through a running interface of the system is created, facing the object-oriented programming language (PowerBuilder9.0) and the background database is established. Using MS SQL Server 2000, the system of law enforcement supervision and management is achieved. According to the principle of the proposed test, use the appropriate methods, and get conclusion from detailed records during the test data and put forward to the idea of,the next step. This Law Enforcement investigators supervision and management system should not only manage cases of primary activities of Law Enforcement, but also complete a series of related management activities of law enforcement investigators. So, the setup of the function module contains a number of different functions. System function modules are:system login module, the instrument input process module before the case, process module handling criminal cases, process modules dealing with administrative cases, the evidence type of instrument modules, legal instruments modules, search and query module, up-to-date system and maintenance module, and the system exit module. Also each module contains a number of different sub-modules, using to implement different functions. The entire management system is not only able to complete requirements of the Public Security Organs based case management, but also manage and query the enforcement of Law Enforcement to management activities, and each police can carry on the classification of cases management according that handling the case can apply to their own needs. This design not only can avoid the waste of limited resources, but also can improve the accuracy of case handling. Because the system implements each process monitoring for law enforcement activities, public security organs at the grassroots level of law enforcement activities will be upgraded to a handling new level.
