With mobile network developed rapidly, people's requirement to the reliability of the network is increasing, network maintenance departments advance a higher demand for response rate of network' problem, especially in the great festival of emergency and centralized management. In mobile communications system, emergency cars and oilengines are two very important security devices to emergency's guarantee, when the mobile network's base station is equipment failure, most accidents are that regional base station is out of the service, as a moving base, move emergency car is often to get to the scene of accident and recover communication system quickly in the first time, and oilengines will ensure the normal operation in the electricity failure conditions.Move focus monitoring system is proposed by A Communications Corporation to improve emergency monitoring management. Based on GPS and LBS, the system can be means of locating the move focus, for example emergency cars, oilengines,emergency personnel, etc. The system supports real-time monitoring to the location, the scheduling situation, the state of running, and supports real-time monitoring on gis maps, and supports real-time monitoring to the specified area's network quality around the move focus, and facilitates the communication support personnel to quickly response to communication accidents, they can rapidly deploy emergency cars, oilengines, and other resources in the accident spot near, and monitor emergency procedures. On the map, the system will straightforward show the network resource state and the network running state, such as distribution of area's bases, real-time performance of the bases, real-time warning of the bases, etc. The communication support personnel can quickly understand the current situation and timely find out and deal with network failure, and timely adopt contingency measures, control and eliminate congestion, overload, etc, to guarantee the network's security and stability.This article analyses the development of emergency monitoring system in the communication field, and describes problems that the system will solve, details the system needs analysis and detailed design. Based on WPF, GIS, study and descript implementation of UI monitoring and GIS monitoring. Descript some important functional modules's design and implementation in detail.The system proposed in this paper has been running in the A Communications Corporation, and achieved good economic and social benefits. This system also gets good evaluation from users, and is proved to be a well designed and advanced customer information system architecture which has been patented and achieved the leading level in our country.
