Educational administration system is the application software of teaching and teaching management in colleges and universities, among which elective system is one of the important subsystem. The arising of elective system liberates the teaching management personnel from heavy academic work, and greatly improves the working efficiency. However, there exist many problems in present college elective system, such as the network congestion, the fairness and uneven choice of the elective course. Along with the further promotion of the credit system, the further expansion of colleges and universities, and dramatical students increasing in the course-selecting system, the elective system is undergoing more and more tests. Therefore, a common concern has arisen on how to design a good system to solve the current problems existing in the elective systemBased on the existing educational administration system of Hunan Institute of Humanities, Science and Technology, this thesis deals with the software architecture of elective system, the selection of the system platform, selection algorithm and the choice of database. In order to seek solutions of the current problems existing in the elective system, the key lies in the algorithm design of the elective system. After a comparative analysis of the algorithm used in the present colleges and universities, an improved voluntary preferred screening algorithm can be designed to handle the provided results after students'filling in their preferred courses. During the process of handling, students'choice should come first in the admission. Two probabilities such as the real-time dynamic selected probability and the static selected course should be introduced to guide the students in the new elective system. The superiority can be obtained by comparing the improved algorithm with the traditional one. Finally, this thesis analyses the over-all realization of the whole new elective system.
