Internet and communication networks. Thus the management and control to VOIP device becomes more and more important. For the purpose of management to VOIP device, SNMP agent and the management of information which should be implemented on the device. While developing fast, for some MIB of VOIP, there exists International Standard like RFC, but for the others, there's not, so we should define our private MIB for it .Simple Network Management Protocol (SNMP), which is proposed by Internet Engineering Task Force (IETF), is a network management protocol based on TCP/IP protocol . Because it is simple and easy to apply, SNMP is used very widely, and has made itself actual International Standard of computer network management. While quickly developing, early versions of SNMP have shown their shortcomings. One of the main defects of SNMP is lack of security mechanism. As the newest version of SNMP, SNMPv3 enhanced a series of security and access control mechanisms to solve the security problem of SNMP. The aim of this paper is just to implement SNMPv3 agent that is of security on VOIP device .Firstly, this thesis briefly introduces the VOIP technology and then the characters of the developing platform SVG6116 VOIP gateway are discussed. Secondly, SNMP protocol is studied.SNMPv3 framework and SNMPv3 security mechanisms are mainly analyzed. Thirdly, the management requirements for SVG6116 and MIB concerned are discussed. Then, the plan of port and cut for NET-SNMP is determined for implementing SNMP agent after considering the cost and efficiency. The software architecture, important modules and data structures are mainly analyzed. Lastly, test cases are designed and the test results are analyzed .
