Design And Implementation Of "3-in-1" Fire Alarming System In Qingdao

This paper is mainly used to provide a solution to realize the"three Emergency calls in one"(3-in-1) function in existing Emergency Joint Command System in Qingdao. This system, built from 2006, has a basic platform consisting of 110, 119 and 122 Emergency Calls Response System. Preliminary stage of this system only had basic alarm response function, was short of considering the diversity of different police alarms, further detailed constructive program and special designs for fire control. Therefore, the safety and practicability did not meet the requirements, and the fire and alarm functions have not been able to put into use. Based on practical work and combing the current status of the "3-in-1" Fire Alarm System (FAS) in Qingdao, the author designs and develops a reliable and practical FAS, which makes the alarm response and emergency dispatch to achieve a unified leadership, intelligent command, scientific decision, overall planned support and systematic prevention, so as to strengthen fire army emergency rescue capabilities in fires.The whole idea of this paper is to adopt a working mode of unified receiving and different places and classification of the police force, the FAS is designed to be a professional subsystem to "3-in-1" response alarm system in Qingdao. Through deploying professional seats in the 119 command centre in the fire brigade and terminals in their 22 squadrons, increasing automatic control equipments, utilizing leased line with gigabit fiber optic network, automatizations of response for fire calls are realized, i.e. automatic voice connections, automatically printing dispatching forms, automatically triggering alarm bells and flashing alarm lamps, automatically opening garage doors. While receiving and processing the 119 Emergency Calls professionally, the 119 Command Centre of Fire Control in Qingdao is able to coordinate the 110 Command Centre of the Bureau of Public Security. The 110 Command Centre can monitor and assist to handle police intelligence of 119. It means that both parties can communicate with three way calling and share police intelligence any time.This system adapts Oracle date base, using PowerBuilder, C, .NET languages to program C/S construction, so that the stability and reliability of this system can be ensured. In order to maximize the reliability of the data and voice transmission of the 119 alarm response terminals, varied lines of different suppliers of communication optical cables have been adapted, several routes have been settled for data and voice transmission, special programs have been developed for real-time detection, multiple judgments of lines status and failure warning. The above mentioned designs have solved many problems, such as lower stability, higher operation risk and worse reliability and practicability of existing data and voice system for alarm response among different places. Furthermore, they achieve the separation of receiving and handling alarm response among different places, and ensure the integrality and the reliability of the data and voice transmission of the Fire Control of Qingdao.
